Chopshop

Add a chopshop feature to the server, how it goes is: the user will go to the said chopshop location, get an order (Tahoma for example), the user will attempt to locate a Tahoma in Los Angeles, if he couldn't find one, he leaves the order and waits an hour to have the chopshop timer resetted so that he can use the feature again.
